Paraklete Consulting provides program evaluation services for school districts, universities, public agencies, community- and faith-based organizations, foundations, and non-profit organizations that are concerned with structuring effective learning and developmental contexts for children and youth and with promoting healthy families and communities.  


Paraklete Consulting, LLC is a certified minority/women’s business enterprise (Baltimore City M/WBE Certification No. 05-004645). In addition, we specialize in evaluating educational contexts and assessing academic, social, and other outcomes for ethnic minority and disadvantaged children and youth.

Program evaluation services are designed to support our client goals for program development, improvement, and outcomes assessment.

Furthermore, we are skilled in presenting our research findings and recommendations both orally and in easy-to-understand visual formats to stakeholder groups as diverse as school board officials and concerned citizens at public forums.

  • The Maryland State Department of Education, Division of Early Childhood Development Accreditation Project (a state-wide project involving accreditation and program improvement of early childhood programs)

  • The Maryland State Department of Education, EXCELS Program Quality Measurement Project (a state-wide project involving assessment of early childhood and school-age child care programs)

  • Baltimore County Public Schools, Evaluation of the Magnet Assistance Program Grant (subcontractor on five-year evaluation of six BCPS schools awarded federal funds to create school-wide magnet programs)

  • Baltimore County Public Schools, Evaluation of the English Language Learners Program (system-wide and school-based evaluation for the 3rd largest Maryland school district)

  • Baltimore City Public Schools, Evaluation of Master Plan Implementation (multi-year system-wide and school-based evaluation for the 4th largest Maryland school district)

  • The Children’s Defense Fund, a national child advocacy organization headquartered in Washington, D.C., (a project to develop an evaluation manual to support the national evaluation of CDF Freedom Schools)

  • The American Friends Service Committee, Middle Atlantic Region, Help Increase the Peace Network Study (a descriptive study of a national experiential training program)
